Seed Coleus Greenhouse is at Jishui River watershed. Before the 18th century, Daofeng Inner Sea is located in the ancient Zeng Wenxi Delta, and the south side is separated from Taijiang Inner Sea by Moejia Peninsula and Xiaolong Peninsula. Due to the continuous siltation over the centuries, it has almost disappeared due to terrestrialization. There are five traditional rural settlements along the Jishui River in Tainan Yanshuei District, called Zhuzijiao settlement, Xialin settlement, Tianbaocuo settlement, Mantougang settlement, and Wuqikeng settlement. The satellite trade settlement of Terramisson Harbor is prosperous. However, Seas change into mulberry fields. Today, due to the siltation of the port, it has become a generally rural area, showing the traditional Asian rural landscape. In terms of social evolution, Hokkien, Hakka, Japanese, and other ethnic groups have migrated and lived successively. The regional revitalization action in carbon sink of glowing plants, inspired by Prof. Chi-Chung Chen (Minister of Agriculture of Taiwan), makes a whole new agriculture milestone in the world.

Secondary forest land, ponds and ditches for irrigation, and pastures and grasslands exist in this area. The mayor of Yanshui District, Tainan City, and the community development association formally assisted the National Cheng Kung University team to establish a luminous plant creation base in the center of these five settlement locations. The development of a balanced industrial model between production and protection of biodiversity becomes a demonstration creation base, brings in youth resources to practice co-creation, and achieves the Satoyama Initiative by the new agricultural biotechnology. The Kunming-Montreal Global Biodiversity Framework is followed to manage the surrounding greenhouse building. In the greenhouse, researchers assist the residents to grow glowing plants to form carbon sink. The carbon fixation of glowing plants within a sustainable community is larger than the carbon emission of electric power and water supplement to reach SDG13.
The community expects to contribute glowing plant biotechnology and modern science to securing diverse ecosystem services and values, promoting innovations, and supporting co-management systems while respecting traditional communal land tenure.
